Pennsylvania Small Business Administration - SBA
The Pennsylvania SBA is supported by main district offices in King of Prussia and Pittsburgh, as well as additional locations in Harrisburg and Wilkes-Barre. They provide services including funding programs, counseling, federal contracting, certifications, and disaster recovery. They can also connect you to partner organizations, lenders, and other community groups that help small businesses succeed.
The King of Prussia office serves Bucks, Berks, Carbon, Chester, Delaware, Lancaster, Lebanon, Lehigh, Monroe, Montgomery, Northampton, Philadelphia, Schuylkill, and York counties.
The Pittsburgh office serves Allegheny, Armstrong, Beaver, Bedford, Blair, Butler, Cambria, Cameron, Centre, Clarion, Clearfield, Crawford, Elk, Erie, Fayette, Forest, Greene, Indiana, Jefferson, Lawrence, McKean, Mercer, Somerset, Venango, Warren, Washington, and Westmoreland counties.

Women’s Business Enterprise Center - WBEC-East
The Women's Business Enterprise Center – East (WBEC-East) is an advocate for women business owners and entrepreneurs in Pennsylvania, from Pittsburgh to Philadelphia, as well as Delaware and Southern New Jersey. They provide the most relied upon certification standard for women-owned businesses, as well as entrepreneurial training and education to help them succeed.
As a regional partner organization of the Women's Business Enterprise National Council (WBENC), WBEC-East facilitates WBENC Certification, which validates that a business is at least 51 percent owned, controlled, operated, and managed by a woman or women. This certification standard is accepted by more than 1,000 corporations representing America's most prestigious brands, in addition to many states, cities and government entities.
WBEC-East also provides educational, networking, procurement-related, and informational programs and services that foster growth and business opportunities between certified women's business enterprises (WBEs) and purchasing entities, including major corporations and government agencies.

Women’s Opportunities Resource Center - WORC
The Women's Opportunities Resource Center (WORC) promotes social and economic self-sufficiency primarily for economically disadvantaged women and their families. WORC provides training, individual business assistance, incentive savings program, job placement, and access to business and financial resources.
The Women's Opportunity Resource Center and its subsidiary, the Economic Opportunities Fund (EOF), is a certified Community Development Funding Institution (CDFI) that provides low-income and under-served Philadelphians with access to capital and financial services. WORC empowers clients to develop personal economic development strategies and to grow their small businesses by providing the capital, business development assistance, specialized workshops, seminars, and one-on-one consultations with industry experts entrepreneurs needed for economic success.

The U.S. Small Business Administration helps small businesses get the funding they need. Funding resources include:

Investment capital: Find an investor for your business. Investors make both debt and equity investments.
Disaster assistance: Get help after a disaster with low-interest disaster loans.
Surety bonds: Protect your work and your client with an SBA-guaranteed surety bond.

Women’s Opportunities Resource Center offers loans, investment products, and services to low-income and underserved populations in the Philadelphia Metropolitan Area looking to start or expand their businesses, with a special focus on women and minorities. WORC products include:

Pennsylvania State Small Business Credit Initiative - PA-SSBCI
The PA Department of Community and Economic Development (DCED) oversees the State Small Business Credit Initiative (SSBCI) in Pennsylvania. PA-SSBCI includes three programs to support private financing for small businesses.
Loans for small businesses are available through SSBCI Program Administrators.
Equity investments in existing and emerging technology companies provide seed and later-stage capital.
